Born in Pittsburgh, PA, she was the daughter of the late Andrew and Elizabeth Seltzer Koch. Bette retired in 1982 from the NYS Bar Association. Her husband, Benjamin D. Franklin, predeceased her in February of 1997. She was the beloved mother of Patricia Anamier (Richard) and Judith F. Kroft (Flynn); sister of the late Cyril Koch, Andrew Koch and Katherine Heckman; cherished grandmother of Melissa Kinzel (Donald), Jessica Mullens and Susan Anamier; several nieces and nephews survive Bette.
